Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria. Senate President Bukola Saraki took the official Prayer and led the Chambers into today’s proceedings at 10.59am.

Senator Jide Omoworare moved for the approval of votes and proceedings of Wednesday, 22nd November, 2017, Senator Obinna Ogba seconded.

ANNOUNCEMENT
Senate President, Bukola Saraki announced the members of the Ad-hoc Committee on the rising insecurity in the Country to include: Senators Abdullahi Yahaya, Bukar Aba, Joshua Lidani, Abu Kyari, Barnabas Gemade, Olusola Adeyeye, Sam Egwu, Rose Oko, Magnus Abe, Adamu Abdullahi, Biodun Olujimi, Enyinnaya Abaribe and Senate Leader as the Chairman of the Committee.

Senate President, Bukola Saraki announced the members of the Ad-hoc Committee on the attempted arrest of the former Director General of the National Intelligence Agency (NIA) and Department of State Services (DSS) by the Economic Financial Crimes Commission (EFCC) to include: Senators Shaaba Lafiagi, Chukwuka Utazi, Abdul-aziz Nyako, Ajayi Boroffice, Fatimat Raji-Rasaki, Shehu Sani, Dino Melaye and Senator Francis Alimikhena as the Chairman of the Committee.

Senate President, Bukola Saraki will lead the delegation to pay a condolence visit to the family of Late Alex Ekwueme. Other Senators in the delegation are: Senators Ibn Na’Allah, Jeremiah Useni, Aliero Adamu, Andy Uba, Biodun Olujimi, Danjuma Goje, Enyinnaya Abaribe and James Manager.

PETITION
Senator Baba Kaka Bashir raised a petition from a member of his constituency on unlawful disengagement from the Niger Delta Power Holding Company.

Senate President, Bukola Saraki referred the petition to the Committee on Ethics, Privileges and Public Petitions to report back in 2 weeks.

POINT OF ORDER
Senator Emmanuel Paulker cited orders 43 and 52 and spoke on the urgent need to investigate the recovery of assets by the Presidential Tax force on pension reforms.

Senator Gbenga Ashafa said the investigation would be incomplete without finding out what happened with the recovered assets by the Presidential Tax force.

Senate resolved to:
Mandate the Ad-hoc committee set up for the investigation of the re-instatement of Maina to further investigate the circumstances surrounding the properties recovered by the Presidential task force on pension reform to report back in 4weeks.

Senator Ahmad Abubakar cited orders 42 and 52 and speaks on the bomb blast in Mubi and the killings in Numa, Adamawa State.

Senate resolved to:
1. observe a minute silence, 
2. call on the National Emergency Management Agency (NEMA) and other relevant security agencies to provide relief materials, 
3. call on security agencies to beef up security in the affected communities and other crises area.

‘We should come up with a holistic approach to strengthen the security of the Country.’- Senate President, Bukola Saraki.

CONSIDERATION OF REPORTS
1. Conference Committee Report on bankruptcy and insolvency Act CAP B2 LFN 2012 (Repeal and Re-enactment) Bill, 2017 (SB. 09) by Senator Ahmad Abubakar.

Senator Suleiman Adokwe seconded that the Senate do consider the Conference Committee Report on bankruptcy and insolvency Act CAP B2 LFN 2012 (Repeal and Re-enactment) Bill, 2017 (SB. 09).

The Conference Committee Report on bankruptcy and insolvency Act CAP B2 LFN 2012 (Repeal and Re-enactment) Bill, 2017 (SB. 09) was adopted.

2. Conference Committee Report on the Federal Competition and Consumer Protection Bill, 2017 (SB. 257) by Senator Suleiman Hunkuyi.

3. Report of the Committee on the Independent National Electoral Commission (INEC) on the screening of Nominees for confirmation as Resident Electoral Commissioners by Senator Suleiman Nazif.

Senator Suleiman Adokwe seconded that the Senate do consider the Report of the Committee on Tertiary Institutions and TETFUND on the Federal University of Agriculture, Kabba (Establishment, etc) Bill, 2017 (SB. 402).

5. Report of the Committee on Agriculture and Rural Development on the Anti-smuggling and dumping of agricultural commodities in Nigeria by Senator Abdullahi Adamu.

‘The implementation of this report would go a long way in the turn around of this Country and even if this is the only thing we work on for the next 1 year, the Committee should go back and look at how we can enforce its recommendations and come back in 2 weeks.’- Senate President, Bukola Saraki.

‘We should hold a roundtable with Ministries, Departments and Agencies (MDA’s) where debate can go on and all can contribute.’- Senator Na’Allah.

Senator Sani Yerima presented the Report of the Senate Committees on the 2017 budget of corporations and agencies of Government of the Federal Republic of Nigeria.

Senator Ibrahim Gobir seconded that the Senate do consider the Report of the Committee on Tertiary Institution and TETFUND on the Federal Colleges of Education Act (Amendment) Bill, 2017 (SB. 445).
