Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria. Senate President, Bukola Saraki took the official Prayer and led the Chambers into today’s proceedings at 10.57am.


Senator Oluremi Tinubu moved for the approval of votes and proceedings of Wednesday, 18th of October 2017, Senator Jeremiah Useni seconded.

EXECUTIVE COMMUNICATION
Senate President Bukola Saraki read a letter from President Muhammadu Buhari on the submission of 2018/2020 Medium Term Expenditure Framework #MTEF.

Senate President Bukola Saraki also read a letter from President Muhammadu Buhari urging the Senate to pass the Bill for an Act to Establish the Nigerian Centre for Disease Control and Prevention.

ANNOUNCEMENT
Senate President Bukola Saraki welcomed people who were present in the gallery to observe plenary.

PETITIONS
Senator David Umaru raised two (2) Petitions from members of his constituency on
1. Unlawful dismissal from the Nigeria Police Force.
2. Termination of appointment from Central Bank of Nigeria.

Senate President Bukola Saraki referred the petition raised to the Committee on Ethics, Privileges and Public Petitions to report back in 2 weeks.

POINT OF ORDER
Senator Sam Anyanwu cited order 42 and expressed his worry about the Paris Club refund.

Senator John Enoh cited order 43 and called the attention of The Senate to a very serious security issue in Boki LGA of Cross River State which borders Cameroon.

Senate President Bukola Saraki said Committee Chairman on Police & Security should follow up on the issue and report back to the Senate as soon as possible.

PRESENTATION OF REPORTS
1. Report of the Senate Committee on Finance 
2017 Budget of Federal Inland Revenue Service by Senator John Owan Enoh (Cross River Central)
- That the Senate do receive the report of Senate Committee on Finance on the 2017 Budget of Federal Inland Revenue Service.

Senator Joshua Lidani seconded that the Senate do receive the report of the Senate Committee on Finance on the 2017 Budget of Federal Inland Revenue Service.

The Report of the Senate Committee on Finance on the 2017 Budget of Federal Inland Revenue Service was LAID.

2. Interim report of the Ad-Hoc Committee on Alleged Mis-use, Under Remittance and other fraudulent activities by Senator Adeola S. Olamilekan (Lagos West)
- That the Senate do receive the interim report of the Ad-Hoc Committee on Alleged Mis-use, Under Remittance and other fraudulent activities in Collection, Remittance and Expenditure of Internally Generated Revenue (IGR) by Revenue Generating Agencies.

Senator Gershom Bassey seconded that the Senate do receive the Interim report of the Ad-Hoc Committee on Alleged Mis-use, Under Remittance and other fraudulent activities in Collection, Remittance & Expenditure of Internally Generated Revenue (IGR) by Revenue Generating Agencies.

The Interim Report of the Ad-hoc Committee on Alleged Mis-use, Under-Remittance and other fraudulent Activities was LAID

CONSIDERATION OF REPORTS
1. Report of the Committee on Power, Steel Development and Metallurgy 
Hydro-Electricity Power Producing Areas Development Commission (Amendment) Bill, 2017 (SB. 89) by Senator Enyinnaya H. Abaribe (Abia South)
- That the Senate do consider the report of the Committee on Power, Steel Development and Metallurgy on the Hydro-Electricity Power Producing Areas Development Commission (Amendment) Bill, 2017 (SB. 89).

Senator Ibrahim Gobir seconded that the Senate do consider the report of the Committee on Power, Steel Development and Metallurgy on the Hydro-Electricity Power Producing Areas Development Commission (Amendment) Bill, 2017 (SB. 89).

COMMITTEE OF THE WHOLE
Senate dissolved into the Committee of the Whole for the clause by clause consideration of the Hydro-Electricity Power Producing Areas Development Commission (Amendment) Bill, 2017 (SB. 89).

Senate reverted back to plenary to report progress.

The Hydro-Electricity Power Producing Areas Development Commission (Amendment) Bill, 2017 (SB. 89) was read the third time and PASSED.

Senate President Bukola Saraki passed the Bill and all actions towards full implementation and take off of Bill would be carried out.

2. Report of the Committee on Culture and Tourism
Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428) by Senator Matthew A. Urhoghide. 
- That the Senate do consider the report of the Committee on Culture and Tourism on the Nigerian Tourism Development Corporation Act (Repeal and Re-enactment Bill) Bill, 2017 (SB.428).

Senator Abubakar Kyari seconded that the Senate do consider the report of the Committee on Culture and Tourism on the Nigerian Tourism Development Corporation Act (Repealℜ-enactment) Bill, 2017 (SB. 428).

COMMITTEE OF THE WHOLE
Senate dissolved into the Committee of the Whole for the clause by clause consideration of the Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428).

Senate reverted back to plenary to report progress.

The Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428) was read the third time and PASSED.

3. Report of the Joint Committee on Judiciary, Human Rights and Legal Matters & Anti-Corruption and Financial Crimes 
Proceeds of Crimes Bill, 2017 (SB. 376) by Senator David Umaru (Niger East) and Senator Utazi Chukwuka (Enugu North) 
- That the Senate do consider the report of the joint committee on Judiciary, Human Rights and Legal Matters & Anti-Corruption and Financial Crimes on the Proceeds of Crimes Bill, 2017 (SB. 376)

COMMITTEE OF THE WHOLE
Senate dissolved into the Committee of the Whole for the clause by clause consideration of the Proceeds of Crimes Bill, 2017 (SB. 376).

Senate reverted back to plenary to report progress.

The Proceeds of Crimes Bill, 2017 (SB. 376) is adjourned to another Legislative day for further consideration.

ADJOURNMENT
Senate Leader moved that other items on the Order paper be stood down to another Legislative day. Minority Leader seconded.

Plenary was adjourned to Tuesday, 24th October, 2017.
