Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!
Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings at 10.39am.

Senator Suleiman Hunkuyi moved for the approval of votes and proceedings of Wednesday, 24th January, 2018. Senator Duro Faseyi seconded.

ANNOUNCEMENT
Senate President, Dr. Abubakar Bukola Saraki, announced Senator Victor Umeh as a member of the following committees: Trade and Investment, Finance, Land Transport, Petroleum Upstream, Culture and Tourism, Environment and Vice-Chairman of the Committee on Labour and Productivity.

POINT OF ORDER
Senator Abdullahi Gumel cited order 42 & 52 and spoke on the death of a former Chief Justice of Nigeria, Dahiru Musdapher.

“He was a man who worked diligently. His death won’t affect just the people of Jigawa State but the country as a whole.”- Senator Barau Jibrin.

Senate Resolved to:
-Observe a minute silence; and
-Send a delegation to condole with the people and Government of Jigawa State and the family of late Dahiru Musdapher.

Senator Kabir Marafa cited Order 43 and gave a feedback on the meeting of the Nigerian Senate and House of Representatives committee on Petroleum Downstream with Nigerian National Petroleum Corporation (NNPC) on fuel scarcity issues in the country.

The Nigerian Senate and House of Representatives committee on Petroleum Downstream resolved to:
- Direct NNPC to ensure adequate supply of PMS and disappearance of queues Nationwide within 7-days;

-Direct all security agencies to ensure effective border control to avoid the smuggling of petroleum products;

-Direct DPR to double their efforts in enforcing price control and monitoring.

“This is a substantive report, the Nigerian National Petroleum Corporation (NNPC) must make sure the queues disappear within 7 days and by next week we have a report that addresses the resolution that was given to them on that effect and within that week the committee should come back to confirm to us that the Nigerian National Petroleum Corporation (NNPC) has complied with the resolutions that we've taken, this matter needs to be brought to an end.”- Senate President, Dr. Abubakar Bukola Saraki.

-That the Senate do consider the request of Mr. President C-n-C for the approval of 2017 Niger Delta Development Commission (NDDC) budget estimates.

Minority Leader seconded that the Senate do consider the request of Mr. President C-n-C for the approval of 2017 Niger Delta Development Commission (NDDC) budget estimates.

Senate President, Dr. Abubakar Bukola Saraki referred the Executive Communication: Request of Mr. President C-n-C for the approval of 2017 Niger Delta Development Commission (NDDC) budget estimates to the Committee on Niger Delta to report back in 2 weeks.

CONSIDERATION OF REPORTS
1 Report of the committee on Trade and Investment on Oil & Gas Export Free Zone Act CAP D5 LFN 2011 (Amendment) Bill, 2018 (SB. 6) by Senator Sabo Mohammed.

Senator Gilbert Nnaji seconded that the Senate do consider the report of the committee on Trade and Investment on Oil & Gas Export Free Zone Act CAP D5 LFN 2011 (Amendment) Bill, 2018 (SB. 6).

COMMITTEE OF THE WHOLE
Senate dissolved into the Committee of the Whole for the clause-by-clause consideration of the Oil & Gas Export Free Zone Act CAP D5 LFN 2011 (Amendment) Bill, 2018 (SB. 6).

Senate reverted to plenary and reported progress.

Senate President,Dr. Abubakar Bukola Saraki referred the Oil & Gas Export Free Zone Act CAP D5 LFN 2011 (Amendment) Bill, 2018 (SB. 6) back to the committee on Trade and Investment for further legislative action.

ADJOURNMENT
Senate Leader moved that all other items on the order paper be stood down to another Legislative day. Minority Leader seconded.
