Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings at 11:01am.

Senator Oluremi Tinubu moved for the approval of votes and proceedings of Wednesday, 21st March, 2018. Senator Fatimat Raji Rasaki seconded.

ANNOUNCEMENT

Senate President, Dr. Abubakar Bukola Saraki announced that Sub-Committee on Appropriations are to submit their Reports on the 2018 Budget at the following times:

Thursday 22nd March, 2018 12noon to 6pm

Friday, 23rd March, 2018 10am to 12noon

Monday, 26th March, 2018 12noon to 6pm

Venue: Meeting Rm. 224 Senate Building

Please endeavor to conclude your reports and submit them within the stipulated dates and times.

POINT OF ORDER

Senate Leader cited Order 43, spoke on the release of the abducted Dapchi girls. Thanked Senate President, Dr. Abubakar Bukola Saraki and the Senate as a whole for the efforts to bringing back the girls, also thanked Nigerians for their patriotism. "We still have 1 unreturned Dapchi girl and 112 Chibok girls."

“We commend the government, the President and the security agencies for the work that they have done and their effort to rescue the girls.”- Senate President, Dr. Abubakar Bukola Saraki.

“The fact remains, there is one more girl from Dapchi that has not returned home. All agencies must do their best to see that this girl is brought back immediately.”- Senate President, Dr. Abubakar Bukola Saraki.

“We thank all Nigerians, and the friends and families of the abducted girls who went through this difficult time. This shows that we can continue to do more as a country if we work well together.”- Senate President, Dr. Abubakar Bukola Saraki.

PRESENTATION OF BILLS- First Reading

Animal Disease Control Bill, 2018 (SB. 643) by Senator Aliyu Sabi Abdullahi.

Animal Disease Control Bill, 2018 (SB. 643) was read the First Time.

Tertiary Education Trust Fund Act (Amendment) Bill, 2018 (SB. 644) by Senator Monsurat Sunmonu.

Tertiary Education Trust Fund Act (Amendment) Bill, 2018 (SB. 644) was read the First Time.

PRESENTATION OF REPORTS

Conference Committee report on the review of 1999 Constitution on the Constitution Alteration Bills, 2018 by Senator Ike Ekweremadu.

Senator Philip Aduda seconded that the Senate do receive the Conference Committee report on the review of 1999 Constitution on the Constitution Alteration Bills, 2018.

The Report was LAID.

Report of the Committee on Ethics, Privileges and Public Petitions by Senator Sam Anyanwu in respect of:

a. Petition from Kalu Samuel and 348 others against Micheal Okpara Federal University of Agriculture, Umudike, Abia State for unlawful suspension from office;

b. Petition from Mrs. Maryam Danna Mohammed against the Niger Delta Power Holding Company (NDPHC) for wrongful termination of her appointment;

c. Complaint from Senator Mallam A. Wakili against Mr. Fred Itua of the Sun Newspaper for allegedly misleading the public against the Senate in the Sunday Sun Newspaper publication of 22nd October, 2017;

d. Petition from I.J. Obiachu Esq. on behalf of the people of Eruete village of Amaofork Autonomous Community Ibeku, Umuahia North Local Government Area, Abia State against cocoa research institute of Nigeria, Ibadan, Oyo State for alleged non compensation for land acquired.

Senator Umaru Kurfi seconded that the Senate do receive the reports of the Committee on Ethics, Privileges and Public Petitions in respect of the above petitions.

The Report was LAID.

Report of the Committee on Judiciary, Human Rights and Legal Matters on the alleged resumption of Executive Secretary of National Human Rights Commission to Office without confirmation of the Senate by Senator David Umaru.

Senator Ben Murray Bruce seconded that the Senate do receive the report of the Committee on Judiciary, Human Rights and Legal Matters on the alleged resumption of Executive Secretary of National Human Rights Commission to Office without confirmation of the Senate.

The Report was LAID.

PRESENTATION AND CONSIDERATION OF REPORTS

Report of the Committee on Banking, Insurance and other Financial Institutions on the confirmation of the nomination of the following persons for appointment as members of the Monetary Policy Committee (MPC) of the Central Bank of Nigeria by Senator Rafiu Adebayo.

Professor Adeola Festus Adenikinju
Dr. Aliyu Rafindadi Sanusi
Dr. Robert Chikwendu Asogwa
Dr. Asheikh A. Maidugu

Senator Enyinnaya Abaribe seconded that the Senate do receive and consider the report of the Committee on Banking, Insurance and other Financial Institutions on the confirmation of the nomination of the above persons as members of the Monetary Policy Committee (MPC) of CBN.

Senator Rafiu Adebayo presented the report.

COMMITTEE OF THE WHOLE

Senate dissolved into the Committee of the Whole for the confirmation of the nomination of:

1. Professor Adeola Festus Adenikinju

2. Dr. Aliyu Rafindadi Sanusi

3. Dr. Robert Chikwendu Asogwa

4. Dr. Asheikh A. Maidugu

for appointment as members of the MPC of CBN.

Senate reverted to plenary and reported progress

Professor Adeola Festus Adenikinju was confirmed as member of the Monetary Policy Committee (MPC) of Central Bank of Nigeria (CBN).

Dr. Aliyu Rafindadi Sanusi was confirmed as a member of the Monetary Policy Committee (MPC) of Central Bank of Nigeria (CBN).

Dr. Robert Chikwendu Asogwa was confirmed as a member of the Monetary Policy Committee (MPC) of Central Bank of Nigeria (CBN).

Dr. Asheikh A. Maidugu was rejected as a member of the Moneyary Policy Committee (MPC) of Central Bank of Nigeria (CBN).

“I thank the Committee Chairman and it’s members, this exercise will allow the Central Bank to continue to play its role in providing stability in our economy. I wish the members of the Monetary Policy Committee (MPC) a fruitful and successful tenure.”- Senate President, Dr. Abubakar Bukola Saraki.

Senate Leader said the board is not fully constituted because of the rejected nominee. “The executive might have to expedite action in sending a replacement.”

“For the MPC member that has been rejected and the issue of the board, when we come back next week we will revisit this issue."- Senate President, Dr. Abubakar Bukola Saraki.

Report of the Committee on Banking, Insurance and other Financial Institutions on the confirmation of the nomination of Mrs. Aishah Ahmad and Mr. Edward Lametek Adamu for appointment as Deputy Governors of the Central Bank of Nigeria by Senator Rafiu Adebayo.

Senator Peter Nwaoboshi seconded that the Senate do receive and consider the report of the Committee on Banking, Insurance and other Financial Institutions on the confirmation of the nomination of Mrs. Aishah Ahmad & Mr. Edward Lametek Adamu for appointment as Deputy Governors of CBN.

Senator Rafiu Adebayo presented the report.

COMMITTEE OF THE WHOLE

Mrs. Aishah Ahmad was confirmed as Deputy Governor of the Central Bank of Nigeria.

Mr. Edward Lametek Adamu was confirmed as Deputy Governor of the Central Bank of Nigeria.

“I would like to thank the Committee on Banking and Finance and all our colleagues for this action today. We promised the country last week that within a week we would carry out this confirmation and we have done this.”- Senate President, Dr. Abubakar Bukola Saraki.

“I thank you all for your cooperation. I thank the Executive for their continued cooperation. At this point, let me congratulate the two nominees. Particularly Mr. Edward Lamatek Adamu whose upliftment to a Deputy Governor will be great encouragement to the staff of the CBN who will see one of their own in this position. I am sure it will boost the morale within the institution.”- Senate President, Dr. Abubakar Bukola Saraki.

“I want to congratulate the management and Mr. President, and all those who have been involved in this entire process.”- Senate President, Dr. Abubakar Bukola Saraki.

“Let me also commend and congratulate Mrs. Aishah Ahmad for her nomination to this very competitive role.”- Senate President, Dr. Abubakar Bukola Saraki.

“The two new Deputy Governors of the CBN are coming at a time when the economy is a major issue. We have just come out of a recession and we need to continue with our economic growth and see the sustainability of the foreign exchange and other related challenges.”- Senate President, Dr. Abubakar Bukola Saraki.

“We hope that the two new Deputy Governors will work with the Governor to move the country and our economy in the right direction. We hope also, that you all will continue to work closely with the National Assembly to update us on the progress that is achieved by the Central Bank.”- Senate President, Dr. Abubakar Bukola Saraki.

CONSIDERATION OF A BILL-Second Reading

A Bill for an Act to amend the Industrial Development (Income Tax Relief) Act and for other related matters, 2018 (SB. 638) by Senator Sabo Mohammed.

Senator Ajayi Boroffice seconded and supported the Bill to be read a second time.

A Bill for an Act to amend the Industrial Development (Income Tax Relief) Act and for other related matters, 2018 (SB. 638) was read the Second Time.

Senate President, Dr. Abubakar Bukola Saraki referred the Bill to the Committee on Trade and Investment to report back in 4 weeks.

ADJOURNMENT

Senate Leader moved that all other items on the order paper be stood down to another Legislative day. Minority Leader seconded.

The Senate thereafter adjourned sitting for 10mins in order to adopt the Votes and Proceedings of the morning session shortly after the confirmation of the Central Bank of Nigeria (CBN) Monetary Policy Committee (MPC).

Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the second proceedings of the Senate at 12:25pm.

Senator Abubakar Kyari moved for the approval of votes and proceedings I of Thursday, 22nd March, 2018. Senator Gilbert Nnaji seconded.

Plenary is now adjourned to Tuesday, 27th March, 2018.
